Raise Against Gender Apartheid in Afghanistan (RAGAA) Manifest

At RAGAA, we raise our voices to denounce the grave situation of women in Afghanistan, victims of a systematic regime of oppression and exclusion that constitutes gender apartheid, a crime against humanity not yet formally recognised by international criminal law.

WE RECOGNISE THAT:

  • Apartheid, understood as an institutionalised system of domination and segregation, is not only a racial or ethnic phenomenon, but also a form of structural violence based on gender.

  • Since the Taliban seized power in 2021, Afghan women have suffered the imposition of laws and practices that deny them fundamental rights, excluding them from education, work, political participation and public life.

  • This systematic exclusion is not accidental, but part of a state policy that seeks to subordinate women, denying them dignity, autonomy and freedom.

WE REJECT:

  • Silence and indifference in the face of these massive and systematic human rights violations, which amount to complicity with impunity.

  • The lack of clear legal recognition of gender apartheid as a crime against humanity, which hinders accountability and the protection of victims.

  • The absence of effective mechanisms to guarantee international protection and support for women persecuted on gender grounds in Afghanistan.

WE DEMAND:

  • The formal and urgent recognition of gender apartheid in Afghanistan as a crime against humanity, in accordance with the recommendations of United Nations bodies and experts.

  • The immediate activation of international and national mechanisms to investigate, punish and prevent these crimes, including the accountability of individuals and States.

  • The effective guarantee of the right to international protection for persecuted Afghan women, facilitating their access to refuge and safety.

  • The active, safe and respected participation of Afghan women in the processes of reporting, policy design and social reconstruction, with full guarantees of their rights and freedoms.

WE COMMIT TO:

  • Raising international awareness of the reality of gender apartheid in Afghanistan by promoting rigorous documentation and widespread dissemination of its impacts.

  • Accompanying and supporting Afghan women in their quest for justice, protection and recognition.

  • Working with allies, organisations and feminist movements to strengthen a global response that eradicates all forms of gender-based oppression.

Gender apartheid is a crime against humanity, and its recognition and punishment are a moral and legal obligation for the international community. No society that aspires to justice can tolerate the structural and systematic subordination of women.
